The Administrator will employ the following criteria for evaluating the accuracy of fuel economy representations made with respect to retrofit devices:

(a) Device functional category;

(b) Device integrity;

(c) Operator interaction effects;

(d) Validity of test data;

(e) Evaluation of test data;
